Indonesia compliance review and market access
Indonesia is the market where structure matters more than testing. A foreign company cannot hold Indonesian certificates: an Indonesian legal entity must be the applicant and holder, and the certificate follows that holder. Deciding how that is arranged, before anything is submitted, is the most consequential decision in the whole programme.
What applies to your product
The starting point is never the mark — it is which regimes your product falls under, and what evidence each one accepts.

An Indonesian legal entity must hold the certificate
This is not a formality that can be worked around. Across the SNI, DJID and K3L regimes, the applicant and holder must be an Indonesian legal entity with a business identification number — either a foreign-investment company you establish, or an appointed local representative or importer of record.
The consequence is structural. Because the certificate is tied to the holder, changing distributor generally means re-certifying. If a local distributor holds your SNI or DJID certificate, they hold your market access with it. Establishing your own entity costs more up front and gives you control; a distributor-held certificate is quicker to arrange but ties you to that relationship.

Where these programmes usually stall
- Assuming a foreign company can hold the certificate — it cannot
- Allowing a distributor to hold the certificate without considering what happens if the relationship ends
- Overlapping regimes handled one at a time — a split air conditioner can require SNI certification, energy labelling, Indonesian labelling, technical consideration and import approval simultaneously
- Certification started after stock has shipped — marks, registration numbers and energy labels must be on the product before import
- A factory relocation after certification, which invalidates the per-country-of-origin testing basis for telecommunications approval
- Advice relied on from undated sources — the ministry was renamed in 2025, import rules were replaced in 2025 and amended in 2026, and local content thresholds changed in January 2026
- Import approval alignment treated as an afterthought when it is often the real constraint on launch timing

Can we get Indonesian certification without a company in Indonesia?
Not directly. The applicant and holder must be an Indonesian legal entity. You have two practical options: establish a foreign-investment company of your own, or appoint a local representative or importer of record to hold the certificate. Both are workable; they have very different consequences if you later change distributor, which is why we settle this before anything is lodged.
Will our existing CB or CE test reports be accepted?
Partly, and it depends on the regime. For telecommunications approval, recognised foreign laboratories are accepted for many categories, though specific product classes have at times been restricted to designated Indonesian laboratories. For SNI certification, testing is normally carried out at accredited Indonesian laboratories and a factory audit is generally required for series production. We confirm the position for your specific product with the certification body rather than assuming.
How long does an Indonesian programme take?
Telecommunications type approval can move quickly where the dossier is complete. SNI certification involving a factory audit takes materially longer. In practice, though, the constraint is frequently the import approval process rather than the certificate itself. We build the timeline around whichever is genuinely on the critical path for your product, and we do not quote durations we cannot stand behind.
Does TKDN apply to us?
Local content thresholds apply to specified telecommunications devices — notably 4G LTE and 5G NR subscriber devices such as handsets and tablets, and base station equipment. Thresholds were revised with effect from January 2026. TKDN certification also matters more broadly for eligibility in government and state-owned enterprise procurement, even where it is not a market-entry condition.
