What the EESS asks of a Responsible Supplier
Under the Electrical Equipment Safety System, the Responsible Supplier — the party that imports, distributes or sells in-scope electrical equipment in Australia and New Zealand — carries a set of continuing obligations, not a one-off approval:
- be registered as a Responsible Supplier in the national database, and keep that registration current;
- establish the risk classification of every in-scope item, as Level 1, 2 or 3;
- register Level 2 and Level 3 equipment in the national database before it is supplied;
- hold a certificate of conformity from a recognised certifier for Level 3 equipment, and evidence of compliance for lower levels;
- mark the equipment with the RCM in accordance with AS/NZS 4417.1 and AS/NZS 4417.2;
- produce the evidence on request, and keep everything renewed as it expires.
None of that is difficult in isolation. It becomes a problem when a portfolio grows, models change, certificates expire on different dates and nobody in the business owns the calendar.
What we do as your EESS consultant
- Act under your authorisation. You designate Universal Approvals as your Authorised Representative in the EESS so we can work in the database on your behalf.
- Classify the equipment. We determine the correct risk level against the equipment classification, and give you a written position where the answer is genuinely arguable.
- Complete and lodge the registrations. Equipment registrations prepared, submitted and tracked through to acceptance, with the model and variant structure set up so it does not need unpicking later.
- Assemble the supporting evidence. Test reports, certificates of conformity and declarations reviewed for currency and matched to the registered models — before they are attached, not after a regulator asks.
- Obtain what is missing. Where a Level 3 certificate does not exist or has lapsed, we scope the gap and coordinate the application through a recognised certifier such as SAA, SGS, ESV or NSW Fair Trading.
- Review labelling. RCM placement, size and legibility, plus the marking and rating information the standards require.
- Hold the renewal calendar. Responsible Supplier and equipment registrations both expire. We track the dates and raise them before they bite.
- Handle queries and audits. If a regulator asks a question about a registration, we answer it and keep you informed.

We are already a registered Responsible Supplier. What does this service add?
It takes the database work off your desk. You stay the Responsible Supplier and keep the legal responsibility that comes with it — we act under your authorisation to classify equipment, prepare and lodge registrations, attach the supporting evidence, and keep everything current. The obligation stays yours; the administration becomes ours.
What is the difference between this and your ERAC Authorised Representative service?
The ERAC Authorised Representative service is for overseas manufacturers with no Australian entity — Universal Approvals becomes the Responsible Supplier and carries that legal responsibility. This EESS consultant service is for businesses that already are the Responsible Supplier and simply want the registrations handled properly. Different risk, different arrangement. If you are not sure which applies, a short call will settle it.
Which of our products actually need to be registered?
Equipment registration in the national database applies to in-scope equipment classified as Level 2 and Level 3. Level 1 equipment does not require an equipment registration, but it must still be electrically safe, correctly marked with the RCM, and supported by evidence of compliance you can produce on request. Getting the level right is the first job — it is determined by the equipment classification, not by your own view of how risky the product is.
What happens if a registration lapses?
Registrations carry expiry dates, and equipment whose registration has lapsed should not continue to be supplied. Lapses are almost always administrative rather than technical — nobody was watching the date. Part of what we do is hold the renewal calendar and raise it with you before it becomes a supply problem.
Can you fix a registration that was set up incorrectly?
Usually. Common problems are the wrong risk level, a model range registered under a single entry when the variants are not genuinely equivalent, evidence that does not match the registered model, or a certificate of conformity that has since expired. We review what is there, tell you plainly what is wrong, and correct it.
